Senate Resolution No. 121 Summary

• Adopts 2019 regular session Senate rules for the December 2019 special session, with specified amendments and additions to existing rules.

• Allows bills or resolutions certified under state law to be transmitted to and acted upon first by either chamber with consent of the Speaker or President Pro Tempore, respectively.

• Establishes the order of business as: reception of Governor and Secretary of State communications, introduction of bills and resolutions, reception of business from the House, and introduction of guests.

• Requires members offering amendments with fiscal impact to provide signed, typewritten explanations to leadership detailing revenue decreases or sources of increased revenues needed to balance the state budget, and allows substantively amended bills to be re-examined by legislative commissioners within three calendar days.

• Restricts bills and resolutions that may be received to only those specified in Joint Rules, certified bills and substantive resolutions, and resolutions pertaining to special session rules, journal printing, and session expenses.
