Governor's Bill No. 5008 Summary

• Commissioner of Energy and Environmental Protection shall adopt regulations by January 1, 2021 establishing state building construction standards and residential/commercial building construction standards that municipalities may voluntarily adopt.

• Building standards shall be based on nationally recognized sustainable construction codes promoting high performance green buildings with reduced emissions, enhanced occupant health, water conservation, sustainable materials, and resilience to natural and human-caused hazards.

• Building standards shall include a requirement for electric vehicle charging stations.

• Municipalities adopting the residential and commercial standards shall notify the Commissioner, who maintains a public list of adopting municipalities on the Department of Energy and Environmental Protection's website.

• Commissioner may review municipal decisions regarding the standards, issue interpretations, grant variances, and determinations are subject to Superior Court appeal.
