HB 5012 Summary

• Connecticut Innovations, Incorporated may recommend state agencies test technologies, products, or processes developed by in-state businesses if they promote public health, safety, environmental protection, economic development, or state service efficiency; testing agency costs may be shared among Connecticut Innovations, the business, or investors.

• State agencies and quasi-public agencies may use electronic funds transfers for fee payments, electronic delivery instead of certified mail, and electronic posting on agency websites instead of newspaper advertisements for legal notices.

• Contested case notices may be sent electronically with party consent; recording or stenographic records must be transcribed upon request with the requesting party paying costs.

• State contractors and subcontractors for large contracts must include representations in contracts (rather than submit separate affirmations) confirming compliance with state ethics laws, absence of prohibited political contributions, Iran sanctions compliance, and nondiscrimination obligations.

• Small contractor and minority business enterprise certification on or after October 1, 2020, requires evidence of United States Small Business Administration certification; contracting agencies may use reverse auctions for competitive contract awards.
