Increases Connecticut Port Authority board membership from 15 to 16 voting members, adding the chief elected official of New London as an ex officio member.

Transfers chairperson selection authority from the board of directors to the Governor, removing the previous two-year term limit for the chair position.

Raises the quorum requirement from 8 to 9 board members for conducting business and exercising authority powers.

Clarifies that board procedures must comply with section 1-121 and specifies that the executive director must act in accordance with applicable laws, regulations, and authority policies.

Takes effect July 1, 2020 and amends Connecticut General Statutes section 15-31a.
