Repeals and replaces Connecticut General Statutes Section 17b-93, effective October 1, 2020, to establish state claims and liens against beneficiaries of state assistance programs including state supplement, medical assistance, aid to families with dependent children, temporary family assistance, and general assistance programs.

Grants Connecticut a priority claim over unsecured claims and unrecorded encumbrances against beneficiaries who acquire property or interests in property, estates, or claims, with exceptions for moneys received for replacement of real or personal property.

Requires state liens against real property to be recorded on municipal land records to be effective against bona fide purchasers or holders of prior recorded interests, protecting prior title holders from unrecorded state liens.

Exempts from liens: household goods and personal property identified in Section 52-352b, real property used as a home under Section 17b-79, and money received for replacement of property.

Exempts persons who received cash benefits while under 18 years old from repayment liability, and prohibits claims or liens against workers' compensation payments, discrimination settlements, court-ordered rent abatements, and security deposit refunds.
