Repeals and replaces section 52-557n of general statutes effective October 1, 2020, governing liability of political subdivisions and their employees, officers, and agents.

Political subdivisions remain liable for negligent acts or omissions within scope of employment, negligence in functions generating special profit or benefit, and acts creating or participating in nuisances, except for defective roads or bridges covered under section 13a-149.

Political subdivisions are not liable for criminal conduct, fraud, actual malice, willful misconduct, or negligent acts requiring exercise of judgment or discretion as official functions granted by law.

Establishes ten categories of exemptions from liability including natural land conditions, weather-related road conditions, failure to inspect third-party property, and conditions on land previously transferred by the state.

Clarifies that "all the relevant circumstances" in property inspection cases includes consideration of the balance between danger magnitude and burden of performing an inspection.
