Establishes a task force to study how to ensure persons under conservatorship maintain rights to interact with others, including family members and other relationships.

Examines whether current state laws provide the least restrictive means for conserved persons to maintain relationships and identifies best practices to resolve conflicts between conservators and family members regarding access while ensuring safety.

Task force consists of nine members appointed by legislative leaders: two legal services representatives from House Speaker, one conserved person and one conservator from Senate President, and one member each from House and Senate majority and minority leaders, plus the Probate Court Administrator.

Requires all appointments within 30 days of enactment, first meeting within 60 days, and submission of findings and recommendations to relevant General Assembly committees by December 31, 2020.

Task force terminates on the date it submits its report or December 31, 2020, whichever is later.
