Increases annual income eligibility limit for program participation from $41,000 to $50,000 and liquid assets limit from $109,000 to $127,000, with annual adjustments based on Social Security cost of living adjustments.

Expands respite care services to include homemaker services, adult day care, temporary medical facility care, home-health care, companion services, and personal care assistant services administered directly or through contracted providers.

Raises the maximum annual benefit from $3,500 to $7,500 for participants who demonstrate a need for additional services, while maintaining the base limit of $3,500 and 30-day cap for out-of-home respite care (excluding adult day care).

Allows the Commissioner of Aging and Disability Services to require copayments with a waiver option for individuals demonstrating financial hardship.

Requires the commissioner to adopt regulations establishing provider qualifications including specialized Alzheimer's training, provider reimbursement levels, and service limits, with preference given to Joint Commission-accredited providers.
