Sets payment standard for temporary family assistance program at seventy-five percent of the prevailing monthly foster care rate per child when the household head is a nonparent caretaker relative and legal guardian of a child, based on the child's age and medical condition.

Defines "caretaker relative" as someone related to the child by blood, marriage, or adoption, or the legal guardian pursuing guardianship proceedings.

Allows the Commissioner of Social Services to operate portions of the temporary family assistance program as a solely state-funded program separate from the federal program if needed to avoid fiscal penalties.

Maintains the existing twenty-one month benefit time limit under the temporary family assistance program, with months of assistance received since January 1, 1996 counted toward this limit.

Takes effect July 1, 2020 and amends Connecticut General Statutes section 17b-112(a).
