Increases the personal needs allowance from $60 to $72 per month for Medicaid and Supplemental Security Income recipients residing in long-term care facilities, effective July 1, 2020.

Applies to residents of licensed chronic and convalescent nursing homes, chronic disease hospitals, rest homes with nursing supervision, intermediate care facilities for individuals with intellectual disabilities, and state humane institutions.

Requires state supplement payments to be made to long-term care facilities and deposited into personal fund accounts of eligible recipients.

Amends section 17b-272 to raise the monthly personal fund allowance for medical assistance recipients in nursing homes, chronic disease hospitals, and state humane institutions from $60 to $72 per month.
