Establishes a task force to study the feasibility of developing public-private partnerships providing work-based learning opportunities for high school and college students in industries with hiring needs in Connecticut.

Task force shall identify industries with hiring needs, analyze education and skill requirements, review existing work-based learning programs in Connecticut and nationally, and recommend programs that are underutilized or ineffective.

Task force composition includes 15 categories of members including trade organization representatives, major employers, community foundations, educators, university presidents, state commissioners, labor organizations, and multinational corporations, with appointments made within 30 days of the bill's effective date.

Task force shall submit annual reports beginning January 1, 2021, to joint standing committees on education, higher education and employment advancement, and labor and public employees, and shall terminate on January 1, 2024, or upon submission of the fourth annual report, whichever is later.

First meeting must be held within 60 days of the bill's effective date, with chairpersons elected from task force members and administrative support provided by the joint standing committee on higher education and employment advancement.
