HB 5112 Summary

• The Board of Regents for Higher Education must include the central office of Connecticut State Colleges and Universities in its itemized budget request alongside the Connecticut State University System, regional community-technical college system, and Charter Oak State College.

• The Board of Regents shall develop a formula or program-based budgeting system for all institutions to use in preparing operating budgets and shall submit a single comprehensive budget request to the Secretary of the Office of Policy and Management.

• Budget requests must include proposed expenditure plans showing total appropriation amounts, General Fund allocations, and tuition revenue amounts; tuition increase proposals must be included in the budget request submitted to the General Assembly.

• Allotment reductions exceeding 5% of constituent unit appropriations must be submitted to the appropriations committee for approval or rejection within 30 days.

• Boards of trustees may transfer up to $50,000 or 10% of any specific appropriation (whichever is less) annually without Finance Advisory Committee consent, with transfers reported within 30 days.

• Effective date: July 1, 2020.
