Effective July 1, 2020, each governing board of Connecticut's higher education institutions must adopt a policy requiring board members to complete at least one educational program during their first two years and at least one program during each subsequent term.

Each institution must develop or identify educational programs covering topics including board duties, committee functions, accounting standards, fiduciary obligations, ethics, institutional policies, business operations, budgeting, financial management, student issues, infrastructure oversight, workforce planning, and fundraising.

Governing boards must submit their training policies to the joint standing committee on higher education by February 1, 2021, and within 30 days of any policy changes.

Starting January 1, 2022, and annually thereafter, governing boards must report to the joint standing committee on the number and types of educational programs completed by each board member during the preceding calendar year.
