Repeals and replaces Section 8-37t of Connecticut General Statutes effective October 1, 2020, requiring the Commissioner of Housing to prepare the state's consolidated plan for housing and community development in consultation with the Connecticut Housing Finance Authority and other housing-related agencies.

Requires the consolidated plan and each annual action plan to include collection and analysis of data assessing state efforts to affirmatively further fair housing in accordance with federal regulations (24 CFR Part 91 and 42 USC 3608(e)(5)).

Mandates setting specific numerical housing development goals for affirmatively furthering fair housing based on opportunity areas as defined in Section 8-348.

Requires generating regional housing production goals and reporting on progress made toward these goals in the previous five years.
