Requires municipal legislative bodies to hold a public hearing before voting to approve any construction project with an estimated cost greater than $25 million for contracts entered into on or after October 1, 2020.

Public hearings must occur prior to the initiation of any competitive bidding process for the construction project.

Public hearings must be either noticed consistent with general statute section 7-3 or held during a town meeting or city/borough meeting noticed pursuant to section 7-3.

Applies to all municipalities including towns, cities, boroughs, consolidated town and cities, and consolidated town and boroughs.

Takes effect on October 1, 2020.
