Repeals and replaces section 12-564 of Connecticut general statutes regarding studies of legalized gambling effects on state citizens.

Requires the commissioner to conduct studies examining types of gambling activity, expansion of legalized gaming in neighboring states, potential online gaming impacts, new gaming technologies, and the desirability of expanding, maintaining, or reducing legalized gambling in the state.

Mandates the commissioner conduct studies no later than October 1, 2021, and every ten years thereafter, with additional studies as deemed necessary.

Requires the commissioner to submit study findings and costs to the joint standing committee of the General Assembly having cognizance of public safety and security matters.
