Increases the maximum number of alcoholic beverage retail permits a person or backer may acquire an interest in from five to six, effective July 1, 2020.

Defines "retail permit" as a package store liquor permit or druggist liquor permit for purposes of the limitation.

Grandfathers persons who held more than two permits as of June 8, 1981, allowing them to continue holding and renewing those permits and transfer them to spouses or children without limit.

Includes interests held by spouses, children, partners, estates, trusts, or controlled corporations in the calculation of permit ownership, regardless of whether the interest is controlling.

Establishes penalties of $50 to $250 fines for violations, with revocation of any permit issued in violation of the section.
