Requires all persons involved in medical marijuana business transactions to file written notification with the Connecticut Attorney General before completing any "material change" including ownership changes, mergers, acquisitions, or asset transfers.

Establishes a 30-day waiting period beginning from the Attorney General's receipt of completed notification, during which the Attorney General reviews whether the transaction would violate antitrust laws.

Permits the Attorney General to terminate the waiting period early in individual cases or extend it by requesting additional information, with extensions lasting 30 days after substantial compliance with the information request.

Exempts all filed information and documentary material from public disclosure under Connecticut's Freedom of Information Act, except when relevant to administrative or judicial proceedings, and requires return of materials upon completion of review.

Takes effect July 1, 2020 and applies to medical marijuana dispensary and production facilities licensed under Connecticut General Statutes Chapter 420f.
