Grants the Connecticut Airport Authority executive director authority to determine if disclosure of records concerning airport security infrastructure may create a safety risk, with the same exemption protections available to other state agencies under the Freedom of Information Act.

Exempts Connecticut Airport Authority from the requirement to notify the Commissioner of Administrative Services or Commissioner of Emergency Services and Public Protection before withholding security-related records from public disclosure.

Requires the Connecticut Airport Authority and Department of Emergency Services and Public Protection to enter into a contract for security services at Bradley International Airport by December 1, 2020, specifying service types, costs, and calculation methods, terminable by the airport authority at any time.

Establishes that all costs for State Police security operations at Bradley International Airport shall be paid from the Bradley Enterprise Fund pursuant to the contract and in compliance with applicable federal laws and regulations.

Repeals the requirement under Public Act 01-9 for the Connecticut Airport Authority to conduct a study of structures erected near general aviation airports.
