Drivers ages 16-17 with licenses issued after August 1, 2008 may transport parents/legal guardians or one additional passenger (multiple-birth sibling, driving instructor, or licensed driver age 20+ with 4+ years experience) for the first six months after license issuance.

After six months and through one year of licensure, young drivers may transport permitted passengers plus immediate family members, or if violation-free, one additional passenger plus immediate family members.

Young drivers cannot operate vehicles requiring public passenger endorsements or vanpool vehicles, and cannot transport more passengers than available seat safety belts.

Motorcycle endorsement holders cannot transport passengers for six months after issuance; drivers of autocycles are subject to the same passenger restrictions as regular vehicles.

Young drivers are prohibited from operating vehicles on highways between 11:00 p.m. and 5:00 a.m. unless traveling for employment, school, religious activities, or medical necessity.
