Defines "public service vehicle" as commercial motor vehicles equipped with garbage compactors, detachable containers, curbside recycling bodies, or tank vehicles, effective October 1, 2020.

Requires drivers overtaking a stationary or significantly below-speed-limit public service vehicle to immediately reduce speed to a reasonable level below the posted limit and pass on the left at a safe distance.

Prohibits drivers from returning to the right side of the highway until safely clear of the public service vehicle.

Classifies violations of these requirements as infractions.

Amends section 14-212 of the general statutes to include "tank vehicle" in the list of defined motor vehicle terms.
