Establishes a pilot program allowing the Commissioner of Early Childhood to license family child care homes operating in non-residential facility spaces in New Britain, New Haven, Bridgeport, Stamford, and Hartford from fiscal years 2021-2025.

Permits persons or groups partnering with public or private organizations to operate family child care homes in commissioner-approved facility spaces rather than private family homes, with a maximum of one facility per city.

Requires applicants to provide fire marshal certificates of compliance with Fire Safety Code and written verification of compliance with State Building Code, local zoning, building requirements, and health ordinances.

Maintains all existing family child care home licensing requirements including background checks, immunization documentation, and lead poisoning inspections for pilot program participants.

All licenses issued under the pilot program expire on June 30, 2025, and are subject to suspension or revocation by the commissioner at any time.
