• Eliminates licensure exemptions for nationally chartered boys' and girls' clubs, Solar Youth Inc., the Cardinal Shehan Center, Organized Parents Make a Difference Inc., and Leadership Education and Athletics in Partnership Inc. that previously provided child care services

• Removes the exemption for drop-in programs for children at least six years of age administered by nationally chartered boys' and girls' clubs from the definition of "youth camp"

• Maintains exemptions for child care services provided by public schools, municipal agencies, compliant private schools, religious institutions, family relatives, and certain short-duration activities like music or art classes

• Effective date of October 1, 2020 for amendments to Connecticut General Statutes sections 19a-77(b) and 19a-420(1)
