Commissioner of Education shall establish a working group to study issues relating to school start times, effective upon passage.

Working group shall analyze the effect of school start times on child growth and development, the correlation between start times and educational outcomes, feasibility of implementing a state start time requirement, and whether other states have implemented such requirements.

Working group membership shall include representatives from boards of education, superintendents, teachers, administrators, and parents of students, selected by the Commissioner.

Commissioner shall submit a report on the working group's findings and legislative recommendations to the joint standing committee on education no later than January 1, 2021.
