Expands Care4Kids child care subsidy program eligibility to include parents participating in local Even Start programs, effective July 1, 2020.

Adds eligibility for parents enrolled in advanced manufacturing certificate programs, educator preparation programs, or alternate route to certification programs approved by the State Board of Education or appropriate governing bodies.

Includes parents enrolled in associate or bachelor's degree programs with early childhood education concentration or nursing programs at public or independent institutions of higher education in Connecticut.

Maintains existing eligibility for working parents, high school attendees, and parents receiving temporary family assistance and participating in approved job preparation activities.

Requires the Office of Early Childhood to issue 30-day notice on its website before closing the program, changing eligibility, or modifying benefits, except when expanding eligibility.
