Requires electric distribution companies to submit pilot program proposals to the Department of Energy and Environmental Protection for building, owning, or operating grid-side system enhancements including energy storage systems to integrate distributed energy resources into the electric distribution system effectively and efficiently.

Authorizes the Department of Energy and Environmental Protection and Public Utilities Regulatory Authority to conduct joint or concurrent evaluations of proposed grid-side system enhancements and approve proposals that demonstrate reliable, cost-effective integration and provide value to ratepayers.

Allows electric distribution companies to recover pilot program costs from all customers through a fully reconciling rate component until the company's next rate case, when costs become part of base distribution rates.

Directs the department to report to the General Assembly by January 1, 2021 on the performance, costs, and benefits of approved grid-side system enhancements including energy storage systems.

Authorizes the Commissioner of Energy and Environmental Protection to solicit and select proposals from anaerobic digestion facilities producing biogas from farm-generated organic waste for injection into the natural gas distribution system, with costs recovered through purchased gas adjustment charges and net revenues credited to customers.
