HB 5228 Summary

• Expands "energy improvements" under Connecticut's commercial clean energy program to include zero-emission vehicle refueling infrastructure and resiliency measures (capacity to withstand natural, technological, and human-caused hazards).

• Exempts zero-emission vehicle refueling infrastructure and resiliency measures from the requirement that energy improvements must have combined projected energy cost savings exceeding improvement costs.

• Permits the Connecticut Green Bank and third-party capital providers to directly assign benefit assessment liens to other entities, allowing assignees to enforce liens through foreclosure and legal proceedings.

• Requires 30-day written notice to existing mortgage holders before any benefit assessment lien is recorded and allows property owners a three-day rescission period after entering financing agreements.

• Effective October 1, 2020.
