Converts the pilot incentive program for nonprofit human services providers into a permanent incentive program, effective July 1, 2020.

Allows nonprofit providers who meet contractual requirements to retain savings realized from contracted service costs, and prohibits the state from reducing future contracted amounts solely based on previous cost savings achieved by providers.

Defines "nonprofit providers of human services" to include nonprofit providers serving persons with intellectual, physical or mental disabilities or autism spectrum disorder.

Requires the Commissioner of Social Services to amend the Medicaid state plan to integrate peer support specialist services into the medical assistance program and provide Medicaid reimbursement for such services, effective July 1, 2020.

Defines "peer support services" as recovery-focused behavioral health services allowing individuals to manage recovery with assistance from peer support specialists with experience recovering from mental illness or substance use disorder.
