Prohibits wrecker operators from requiring vehicle owners to sign contracts for more than twenty-four hours of storage as a condition of towing service.

Prohibits wrecker operators from requiring vehicle owners to sign repair contracts or repair authorization/estimates until the towing job has been completed.

Requires wreckers to be equipped with two flashing yellow lights mounted at least eight feet above road surface, a spotlight directed at hoisting equipment, fire extinguisher with minimum 8 BC rating, and three flares for emergency use.

Prohibits wrecker operators from offering gratuities or inducements to police officers or other persons to obtain towing business or recommendations.

Prohibits towing a vehicle in a negligent manner that causes further damage; effective October 1, 2020.
