HB 5256 Summary

• Requires individual and group health insurance policies to cover medically necessary, medically monitored and medically managed intensive inpatient detoxification services for individuals diagnosed with substance use disorders.

• Mandates coverage of family counseling and intervention services, with a maximum of seven days of inpatient detoxification per admission and a minimum of four lifetime admissions.

• Requires minimum coverage of 30 days annually (90 days lifetime) of residential treatment facility services and 30 outpatient or partial hospitalization sessions annually (120 sessions lifetime).

• Allows policyholders to exchange 30 additional outpatient or partial hospitalization sessions on a two-to-one basis to obtain 15 additional days of nonhospital residential treatment facility services during their lifetime.

• Becomes effective January 1, 2021, and applies to both individual health insurance policies (Section 38a-492p) and group health insurance policies (Section 38a-518p).
