A full-time engineer employed by the Department of Transportation must conduct a safety inspection upon completion of all highway and bridge projects.

Certification forms prepared by the Commissioner of Transportation must be signed by the general contractor, the DOT project engineer, and either the DOT chief inspector, consultant resident engineer/chief inspector, or municipal chief inspector/official.

The certification must state that the signatory certifies to their best knowledge, information and belief that the completed project was constructed in substantial compliance with contract plans, specifications, and any approved change orders.

The requirement becomes effective October 1, 2020, and amends Connecticut General Statute Section 13b-26a.
