Repeals and replaces Section 27-9 of Connecticut General Statutes to modify the Governor's authority over the Connecticut State Guard, effective October 1, 2020.

Changes the Governor's authority from conditional (only when National Guard is called to federal service or such call is imminent) to discretionary, allowing the Governor to "may raise, organize, maintain and govern" the State Guard at any time.

Removes the requirement that State Guard troops be raised "from the unorganized militia," expanding the potential recruitment pool to include volunteer troops more broadly.

Maintains that the Connecticut State Guard shall remain part of the organized militia and be known by that official name.

Grants the Governor broader flexibility in establishing and maintaining state military forces independent of federal National Guard activation conditions.
