Reduces copying fees for non-land records from 50 cents to 15 cents per page for public agencies (other than state agencies), effective October 1, 2020.

Maintains 25 cents per page fee for state executive, administrative, and legislative office copies, and reduces certification fees from 50 cents to 15 cents per additional page.

Eliminates fees for individuals copying public records using hand-held scanners at agencies; exempts land records which may charge up to $20 per day for hand-held scanner use.

Defines "hand-held scanner" as a battery-operated electronic scanning device that leaves no mark on records and does not unreasonably interfere with agency operations, including mobile phones and cameras.

Amends town clerk fees to charge $1 per page for land record copies (previously unspecified) while maintaining existing recording and filing fee structures.
