Bill Summary: HB 5282 - Polling Place Challengers

• Eliminates the ability of registrars to appoint official challengers to polling places during elections and primaries, effective July 1, 2020.

• Allows any elector to challenge a voter's right to vote on grounds of identity, disfranchisement, or lack of bona fide residence, with the moderator making the final determination.

• Permits 16-17 year old U.S. citizens who are bona fide residents to serve as unofficial checkers, checkers, translators, ballot clerks, or voting tabulator tenders after completing poll worker training and receiving parental/school principal permission.

• Removes references to registrar-appointed challengers from polling place official staffing requirements, while maintaining other election officials including moderators, official checkers, assistant registrars, ballot clerks, and voting tabulator tenders.

• Applies changes to both general elections and primary elections across municipalities with one or multiple voting districts.
