Repeals and replaces Section 6-38a of the general statutes, effective July 1, 2020, to define "state marshal" as qualified deputy sheriffs or newly appointed officers authorized to provide legal execution and service of process in Connecticut counties as independent contractors on a fee-for-service basis.

Removes language allowing state marshals to negotiate fees by agreement with attorneys, courts, or public agencies, instead requiring fees to be set by statute with any minimum rates promulgated by the state.

Grants state marshals the right of entry on private property while performing execution and service of process functions.

Provides state marshals with immunity from personal liability for damages or injuries caused during the discharge of their duties, except in cases of wanton, reckless, or malicious conduct.
