Amends Connecticut General Statutes Section 5-249 to permit level two or nonessential state employees who volunteer with local civil preparedness organizations to take leave during emergencies.

Allows eligible employees to receive up to 15 working days of leave per year to assist in civil preparedness or local civil preparedness emergencies upon request of the local chief executive authority, Governor, or Commissioner of Emergency Services and Public Protection.

Leave is granted with supervisor authorization and in accordance with Section 28-7 of the general statutes, without loss of pay, vacation time, sick leave, or earned overtime accumulation.

Defines "level two or nonessential state employee" as an employee whose state agency has not designated them as essential to addressing resident needs during events adversely affecting health, safety, or normal business operations.

Effective date: October 1, 2020.
