HB 5288 Summary

• Prohibits use of Class B firefighting foam containing intentionally added perfluoroalkyl or polyfluoroalkyl substances by any person, local government, or state agency effective January 1, 2021

• Requires the Department of Public Health to assist entities in transitioning to firefighting foam without these substances and to enforce the prohibition within available appropriations

• Directs the department to develop and implement a testing and education plan by January 1, 2021 for water supply sources, water supplies, and bottled water to identify contamination by perfluoroalkyl and polyfluoroalkyl substances

• Plan must identify all potential water contamination sources and prioritize testing of vulnerable water supplies and those serving populations at greater health risk from exposure to these substances
