Creates an "auto glass temporary license" that the Commissioner of Consumer Protection may grant to auto glass companies during a declared state disaster or emergency for an $1,800 annual fee.

Allows auto glass companies with a valid temporary license to employ up to 15 out-of-state workers whose qualifications are substantially similar to or higher than Connecticut's standards to perform automotive glass work.

Requires companies to notify the department within 30 days of each declared disaster or emergency and list the out-of-state employees they intend to use.

Limits use of the temporary license to no longer than 14 calendar days for each declared state disaster or emergency.

Defines "state disaster or emergency" as events for which the Governor issues a proclamation under chapter 517, the President declares a major disaster, or the Commissioner of Consumer Protection determines the need for auto glass temporary licenses.
