Municipalities may adopt ordinances requiring members of planning commissions, zoning commissions, combined planning and zoning commissions, and zoning boards of appeals to complete at least four hours of annual training beginning January 1, 2022.

At least two of the four required annual training hours must cover housing alternatives or affordable housing.

Excess training hours (up to four) completed in a given year may be carried forward to satisfy the following year's requirement.

Qualifying training must be provided by the Department of Housing, the Land Use Academy at the University of Connecticut, or certified by the Connecticut Chapter of the American Planning Association, the Connecticut Bar Association's planning and zoning section, or similar professional land use associations.

Municipalities adopting training requirements must submit compliance statements to their legislative bodies by March 1, 2023, and annually thereafter, detailing each member's compliance status.
