Requires the Department of Social Services Commissioner to adopt regulations establishing administrative sanctions against public assistance providers for program violations, including suspension from the program.

Mandates that providers receive an opportunity for a hearing before any payment suspension or withholding can be imposed, ensuring due process protections.

Prohibits payment suspensions, including those mandated by federal law, from taking effect until after a hearing officer issues a decision.

Allows the Commissioner to withhold current payments to offset money previously obtained through error or fraud, but only after the provider has been given a hearing opportunity.

Effective July 1, 2020, and applies to Medicare, Medicaid, state-funded child care, state-administered general assistance, temporary family assistance, and the state supplement to the federal Supplemental Security Income program.
