HB 5312 Summary

• Expands the definition of "consumer" under Connecticut's lemon law to include municipalities, effective July 1, 2020.

• Extends motor vehicle warranty coverage to police vehicles and emergency vehicles purchased by municipalities.

• Requires manufacturers to repair defective municipal vehicles within two years or 24,000 miles of delivery, or provide refunds and replacements if repairs fail after a reasonable number of attempts.

• Mandates manufacturers stamp "MANUFACTURER BUYBACK" on titles of returned vehicles and notify the Department of Motor Vehicles within ten days, with restrictions on resale without disclosure.

• Exempts emergency vehicles from coverage to the extent their express warranties are governed by separate provisions in section 42-355.
