Prohibits operating a motor vehicle on public highways for a wager, race, speed record, or to demonstrate speed or skill as a motor vehicle operator while committing a motor vehicle violation, effective October 1, 2020.

Adds "demonstrations of speed or skill" as a prohibited activity alongside racing, subjecting operators to the same penalties as street racing.

Prohibits possessing a vehicle with intent for a prohibited race or demonstration, acting as a starter/timekeeper/judge/spectator at such events, or wagering on prohibited races or demonstrations.

Exempts public exhibitions conducted in accordance with section 14-164a from the racing prohibitions.

Amends section 14-224(c) of Connecticut General Statutes to create uniform penalties for street racing and speed/skill demonstrations.
