Increases maximum fines for snowmobile and all-terrain vehicle violations from $1,500/$1,500/$2,500 to $1,500/$2,000/$2,500 for first, second, and subsequent violations respectively

Increases maximum fines for dirt bike and mini-motorcycle violations from $1,500/$1,500/$2,500 to $1,500/$2,000/$2,500 for first, second, and subsequent violations respectively

Authorizes municipalities with populations of 20,000 or more to seize and forfeit snowmobiles, all-terrain vehicles, dirt bikes, or mini-motorcycles used in violation of local ordinances, with proceeds from public auction sales deposited into the municipal general fund

Protects innocent owners and lienholders from forfeiture unless they knew or reasonably should have known the vehicle was being used in violation of a municipal ordinance
