HB 5328 Summary

• Parents may request that their child's birth-to-three service coordinator attend and participate in planning and placement team (PPT) meetings for special education purposes.

• Planning and placement teams must address all recommendations made in a child's birth-to-three individualized transition plan during meetings where educational programs are developed.

• Birth-to-three service coordinators and qualified personnel are protected from discipline, suspension, termination, or other punishment for discussing or making recommendations concerning special education services at PPT meetings or in transition plans.

• School boards must provide parents with assessment and evaluation results at least three school days before referral PPT meetings where results will be discussed for the first time.

• All provisions take effect July 1, 2020, amending sections 10-76d(a)(10), 10-76d(i), and 17a-248e(a) of the Connecticut General Statutes.
