Requires online sellers of electronic nicotine delivery systems and vapor products to obtain a copy of the consumer's valid motor vehicle operator's license or valid identity card at the time of sale.

Mandates that the name on the consumer's identification must match the name on the credit card, debit card, or other payment method used for the purchase.

Requires all shipping containers to display a conspicuous warning label stating "CONTAINS AN ELECTRONIC NICOTINE DELIVERY SYSTEM OR VAPOR PRODUCT—SIGNATURE OF A PERSON AGE 21 OR OLDER REQUIRED FOR DELIVERY."

Requires the seller to obtain the signature of a person age 21 or older at the delivery address, who must provide valid identification demonstrating they are at least 21 years old.

Takes effect on July 1, 2020 and applies to registered electronic nicotine delivery system dealers making direct sales to Connecticut consumers.
