• Department of Children and Families must develop a one-page document by December 1, 2020, providing instruction and best practices for youth coaches on appropriate interactions with youth athletes, in collaboration with a national association of adult survivors of child abuse.

• Youth athletic activity operators must distribute the coaches' document to all paid and volunteer youth coaches annually beginning January 1, 2021, via mail or electronic mail.

• Department of Children and Families must develop a second one-page document by December 1, 2020, describing grooming stages, behaviors exhibited by abuse victims, and how victims can report abuse to parents or other adults.

• Youth athletic activity operators must distribute the second document to parents or guardians of participants upon enrollment or registration beginning January 1, 2021, via mail or electronic mail.

• Applies to youth coaches holding State Board of Education coaching permits or serving as paid or volunteer coaches for activities conducted on municipally-owned or operated recreational areas.
