Repeal and replace Section 53-247 of Connecticut general statutes effective October 1, 2020 to strengthen animal cruelty and fighting prohibitions

Make possession, ownership, purchase, sale, transfer or manufacture of animal fighting paraphernalia with intent to engage in or facilitate animal fighting a class E felony

Define "animal fighting paraphernalia" as equipment used in training or conditioning animals for fighting, including breaking sticks, fighting pits, treadmills, gaffs, slashers, heels, and sharp implements designed for cock or game fowl spurs

Establish that knowingly owning, training, or wagering on animals engaged in fighting exhibitions constitutes a class D felony

Increase penalties for injuring or killing service animals and volunteer canine search and rescue dogs to class D felony for injury and up to 10 years imprisonment plus $10,000 fine for killing
