Prohibits any person, nonprofit organization, firm, corporation, state, or political subdivision from knowingly releasing, organizing the release of, or intentionally causing helium or other lighter-than-air gas balloons to be released into the atmosphere in Connecticut.

Removes the previous threshold requirement of "ten or more balloons within a twenty-four-hour period," making the prohibition apply to any intentional release.

Classifies violations as infractions under Connecticut General Statutes Section 26-25c.

Takes effect October 1, 2020.
