Prohibits any person from engaging in drilling for oil or gas, whether exploratory or otherwise, in Connecticut's coastal waters effective October 1, 2020.

Prevents state agencies and departments, including the Department of Energy and Environmental Protection, from issuing or approving permits, leases, contracts, or conveyances related to oil and gas drilling in coastal waters.

Bans seismic mapping activities in Connecticut's coastal waters and prevents state agencies from approving permits or contracts for seismic mapping operations.

Defines "seismic mapping" as the use of sound wave technology to locate and map subsurface rocks and geological formations that may contain oil or gas for exploration or drilling purposes.

Maintains existing requirement that exploratory drilling for oil or gas cannot occur until regulations under section 22a-472 are adopted.
