Removes the requirement for State Properties Review Board approval of farmland development rights acquisitions by the Commissioner of Agriculture under section 22-26cc, effective October 1, 2020

Removes the requirement for State Properties Review Board approval of fee simple agricultural property acquisitions by the Commissioner of Agriculture under section 22-26jj, effective October 1, 2020

Maintains existing acquisition criteria for the Commissioner including factors such as probability of nonagricultural sale, land productivity, soil suitability, and flood hazard mitigation

Requires the Commissioner to notify relevant departments (Transportation, Economic and Community Development, Energy and Environmental Protection, and Office of Policy and Management) when properties are being appraised for acquisition

Permits the Commissioner to purchase development rights or agricultural property for less than appraised value if all acquisition factors specified in statute are considered
